What You Will Do

The Emergency Planning and Preparedness Group (EM-PREP) seeks a Readiness Assurance Program Coordinator to serve as a member of a high-performing, multi-disciplinary team in a complex and fast-paced environment. In this role you will support the mission of preparing first responders, the workforce, and offsite stakeholders for response to disasters and emergency incidents. You will be responsible for coordinating the Emergency Management Division's Readiness Assurance Program and implementing compliance requirements of DOE O 151.1D. Job duties will include, but are not limited to:

• Maintaining and implementing the division's Readiness Assurance Program Plan and associated documents.

• Facilitating readiness activities, such as working groups designed to ensure quality products and issues management.

• Facilitating after-action reviews for exercises and actual incidents.

• Coordinating internal and external assessments.

• Organizing and facilitating stakeholder relations.

• Developing and submitting the annual Emergency Readiness Assurance Plan.

• Coordinating metrics monitoring the health of the overall Emergency Management Program.

• Collaborating and supporting other site-level team members in Drills and Exercises, Training, Planning, and Interface program.

What You Need

Minimum Job Requirements:

• Demonstrated experience with issues management and/or readiness assurance, including risk assessment, development of corrective action plans, and causal assessments.

• Demonstrated ability to develop, prepare and implement policy, plans, procedures, and related documentation that enable program success and compliance within applicable regulatory frameworks.

• Demonstrated ability to generate and conduct training or instruction, including of readiness assurance course materials.

• Proven ability to collaborate and partner at all levels, including in a team atmosphere.

• Practical experience and be proficient in software applications such as MS Office (Word, Excel, PowerPoint) and MS Outlook.

• Must be able to demonstrate effective oral, analytical, written, and communications skills through practical experience providing presentations to external stakeholders and senior-level management.

• Must be willing to serve in a periodic on-call capacity for a position within the Emergency Operations Center where recall would be required within 2-hours outside of normal laboratory business hours.

Education/Experience: Position requires a Bachelor's Degree and a minimum of 8 years related experience; or, an equivalent combination of education and experience. At this level, post graduate course work may be desirable.

Desired Qualifications:

• Familiarity with Los Alamos National Laboratory intuitional procedure P322-4, Issues Management.

• Familiarity with DOE Order 151.1D, Comprehensive Emergency Management System, and 150.1B, Continuity Programs.

• Experience working in an Emergency Operations Center environment.

• Advanced degree in a related field.

• Experience in federal, state, or local emergency management including but not limited to the National Incident Management System, National Preparedness Goal, National Preparedness System, National Planning Frameworks.

• Formal training, knowledge and experience with the Incident Command System, the National Incident Management System, and Homeland Security Exercise and Evaluation Program.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
