Operations Manager 3 $105,700- $176,400

At this level you will have the ability to manage and oversee operational activities outlined at the lower level independently or with minimal supervision. You will develop and administer operations-related plans, budgets, policies, and procedures. You may serve as a FOD representative to notify, report, and investigate abnormal occurrences within WFO's TA16 facilities, including WETF, in accordance with Department of Energy (DOE) and LANL directives. You will participate in strategic WFO initiatives and process improvements in conjunction with programmatic customers and other LANL institutional organizations.

This posting is under the Associate Laboratory Directorate for Weapons Engineering (ALDW).

Minimum Job Requirements:

Conduct of Operations

Demonstrated knowledge and experience in the application of Integrated Work Management principles. Demonstrated experience in implementing applicable regulatory, contractual, and institutional programs and requirements, including Formality of Operations. Demonstrated experience in implementation of Conduct of Operations, Engineering, Maintenance, and Training programs.

Leadership

• Ability to oversee a wide range of management functions, including directing a plan of the day, collaborating with project management to oversee projects conducted within the WFO footprint and integration with programmatic operations.

• Demonstrated experience collaborating and prioritizing with organizations deployed to the FOD (Maintenance, Engineering, Safety Basis, Radiation Protection, etc.).

• Demonstrated commitment to the professional development and mentoring of employees, competence in leading teams and building rapport with employees, peers, and supervisors.

Communication & Collaboration

• Demonstrated experience in building collaborative relationships and effectively communicating internally across groups, divisions and directorates within ALDW and external organizations deployed to WFO.

• Demonstrated experience in effective decision-making and creative problem solving.

• Demonstrated ability to successfully interact with regulatory and oversight agencies and personnel.

Financial Acumen

• Demonstrated experience in developing and working to a budget to address infrastructure needs over a multiyear period and communicating fiscal issues with appropriate supporting justification.

Explosives Operations

• Demonstrated knowledge of the Explosives Safety standards and safe practices and governing policies.

Nuclear Facility Operations

• Demonstrated knowledge of disciplined Conduct of Operations as well as safe practices and governing policies.

  • Demonstrated ability to learn and implement DOE Orders and LANL Procedures pertinent to Nuclear Facility operations.

Education/Experience: Position requires a bachelor's degree from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Demonstrated ability to oversee explosives facility operations and explosives safety program implementation.

  • Demonstrated ability to oversee non-nuclear facility operations, nuclear facility operations and safety program implementation.

  • Familiarity with WFO and WETF procedures and protocols.

  • Experience with abnormal event response and follow-up.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
